Looks like an ACC membership (starting at $36) might be good for free climbing at Kamouraska. Considering they usually charge around $30/year anyway I might be tempted to go for the ACC membership and get whatever additional perks come along with it. Something worth considering.

Subject : Agreement with SEBKA in Kamouraska
Hello everyone,
I am very pleased to announce that Alpine Club of Canada (CAC) has reached an agreement with the Society for Ecology Batture Kamouraska (SEBKA) so that our members can climb for free in exchange for liability insurance coverage offered by ACC. This is the first agreement that we signed with the owner of a wall in Quebec, but we do not intend to stop this track and we hope others will follow the example of SEBKA and sign an agreement us. A bilingual website will be established shortly to announce the progress we make.
If you plan to travel in Kamouraska, please read the conditions of access below and do not forget your membership card!
The site is open from 15 May to 15 October;
All climbers must arrive at the home SEBKA (Ecological Society of Kamouraska sandbar) to comply with the regulations of the site daily and get the parking ticket daily;
The hours of use of the site are from 8:00 am until one hour before sunset;
It is strictly forbidden to sleep on the sites and make fires;
Wearing a helmet is strongly recommended and would be appreciated if members of the ACC lead by example;
There is no smoking on the sites because the sites for fire (peat);
Dogs are prohibited at all times on the site;
Climbers are requested to close gates behind them when using livestock access trails.
This right of access is a privilege that we may be withdrawn, honoring him with your good behavior, we now know that we can not take anything for granted in terms of access.
Sincerely,
Cindy Doyle,
President, Alpine Club of Canada - Ottawa Section
