I think only MODs and Admin can delete photos. You would see edit/delete/move/lock buttons if you could. You can send any Mod or myself a PM and we can delete any photo for you.
As for adding folders, I don't think you can do that. It's unfortunate but the album program is limited. We can certainly add more divisions if you like from our end.
